Vietnam - El Salvador signed the Agreement on S&T Cooperation

The Government of Socialist Republic of Vietnam and the Government of Republic of El Salvador have recognized the S&T cooperation would strengthen friendship relations and mutual understanding between the two nations and contribute to the social and economic development of the two countries’ people. At the same time, the two parties have believed that S&T cooperation plays an important role for bilateral relations and a factor for sustainability.

Therefore, the two parties have agreed to sign the Cooperation Agreement with purposes to expand and strengthen relations among S&T communities of the two countries by creating favorable conditions for the development of S&T Cooperation on the basis of equity and mutual interest, conformity to laws of each country and in accordance with articles of this Agreement.

Accordingly, the two parties would promote the development and implementation of programs, projects or other forms of S&T cooperation under the content of separate Agreements which will be signed through diplomatic channels between member organizations of the two countries. Each separate agreement will define work plans, implementation directions, allocated financial resources and other additional issues to carry out activities within the framework of this Agreement.

In order to achieve purposes of this Agreement, S&T cooperation activities between the two parties would be carried out in following forms, exchanging experts and scientists; organizing joint workshops, conferences and meetings; training and improving capacities of scientists and experts; exchanging S&T information; training for post-graduates; supporting the El Salvador’s party to build high-technology zones based on Vietnam’s similar experience; joint implementation of projects, research works and other S&T cooperation forms agreed by the two parties; other forms of cooperation the parties can agree on.

In order to achieve objectives and coordinate the implementation of the Agreement, the parties would establish a “Mixed Committee on Science and Technology” with functions of proposing recommendations on creating the most favorable conditions to carry out S&T cooperation between the two countries; defining and accessing priority fields to carry out programs and projects on S&T cooperation; making recommendations on implementing S&T Cooperation programs. The Mixed committee, if necessary, could set up working groups for sepecific themes on S&T cooperation and invite experts to do researches on specific issues and make recommendations.
