Vietnam – South Korea: Speeding up the establishment of V-KIST

Accordingly, for the 2012 – 2013 period, the Project carried out research on following themes as Improving the efficiency of public investment in Vietnam from South Korean’s experience; Implementing mechanisms of new urban projects; Providing fund for new urban projects; Guidelines for new S&T Institute (V-KIST) according to the model of Korean Institute for S&T (KIST Institute) in Vietnam; Forecast on labor demand for the 2011 - 2012 period and the establishment of Job Information Agency in Vietnam. So far, Korean and Vietnamese experts have completed the final report.

In the working session, Korean experts has made a presentation on the Project on Guidelines for V-KIST according to the model of KIST Institute in Vietnam in order to share experience and know-how of South Korean on the establishment and operation of V-KIST.

Mr. Jeong Hyop Lee – Korean Institute for S&T has shared Korean experience in the establishment and development of KIST Institute during the past 60 - 70 decades. According to Mr. Lee, issues relating to S&T development of South Korea are also similar to those of Vietnam when Korean Government decided to change development directions of heavy industry and implement the country’s industrialization and modernization and policies.

Also according to Mr. Lee, although normal practices and version of KIST Institute are not appropriate to replicate in Vietnam for the time being, basic principles for the organization and implementation can be applied. Five basic principles for Vietnam and South Korean to establish V-KIST are a capable Leadership, efficiency and use of strategic ODA; active roles of Vietnamese Government to mobilize S&T talents inside and outside the country; the autonomy and self-control of researchers; clear delegation of authority for individuals (obvious responsibility) and legal framework as well as governance should be new (new laws and governance).

In addition, based on available experience, Korean experience have made some policy recommendations for V-KIST as Position and vision and mission of V-KIST; System of Vietnamese talented people in foreign countries and development of domestic human resource; Design of management models and finally the improvement of legal and institutional framework.

Delivering a speech in the meeting, Mr. Dae Hee Yoon recognized the enthusiasm and commitment of MOST leaders with the hope to bring S&T to become key motivation for the country’s development. Mr. Yoon believed that recommendations and proposals of the two parties would be accepted and adjusted to be appropriate with current situations of the two countries in order to achieve practical objectives set by the two parties.

On behalf of MOST, Deputy Minister of Science and Technology Trần Việt Thanh highly appreciated Korean experience, sharing and support over the past time, including S&T field. According to the Deputy Minister, Korean’s learning experience for the 60 - 70 decade is very different from that of the current situation, however, Vietnam has still paid special attention to Korea’s previous experience in the establishment of V-KIST. The Deputy Minster hoped that the two parties would successfully implement the establishment of V-KIST in a shortest time in order to improve S&T capacities, speech up the industrialization and modernization for the country’s development.
